So this appears to not be the case. When I attempt to install without RCP Application, the installation is able to complete without errors however when Eclipse restarts I get errors in the error log saying the dependency on RPC cannot be resolved. That error, for some reason, causes a lot of other plugins to error too so I'm forced to un-install ApacheDS to get Eclipse working again. So there is something about the auto install process which is broken.
