the DeploymentAdmin specification could be a solution for you. But be aware of the drawbacks of this specification: If you assign a bundle to a DeploymentPackage then it will be tightly coupled with that DeploymentBundle. Here some words from the spec: "A Deployment Package is a set of related resources that need to be managed as a unit rather than individual pieces. For example, a Deployment Package can contain both a bundle and its configuration data. The resources of a Deployment Package are tightly coupled to the Deployment Package and cannot be shared with other Deployment Packages." Also it says: "A bundle resource can belong to only one Deployment Package." If you know the drawbacks and still want to use this spec, then you can also have a look at the maven-depoyment-plugin (http://mvn-dp-plugin.sf.net) which helps you to create Deployment-Packages from maven-bundle projects.
