I don't yet know what's dragging this in. org.jdom? collections.iterators?
Removing
<Embed-Dependency>*;scope=compile|runtime;inline=true</Embed-Dependency>
seems to fix/hide the issue.
Still debugging my brain so posting jiras is a bit premature. ;)

in the bad ICU classfile...)
