I don't think this is an issue anymore. First, I don't believe that Equinox has boot delegation set to "*" by default, although it may be inside of Eclipse. Second, you can always set boot delegation to "*" in Felix, even though this isn't recommended. Third, both Equinox and Felix should export the JRE packages from the system bundle by default now.
