This may be what was meant by the Fragment suggestion earlier, but... Include the bundle in a wrapper bundle, include the bundle in the wrapper's Bundle-ClassPath, export everything in the bundle, instantiate the bundle's activator in the wrapper's activator? Then you'd certainly have the bundle's classloader...
