In working on our project (Cytoscape), I've noticed that Felix FileInstall seems to be attempting to start bundles that fail multiple times in some cases, though in others it only starts them once. Given this, I've been wondering - when does FileInstall retry starting a bundle that previously failed to start, and is there a particular threshold on the number of attempts?
