Bundle plugin 2.5.3. Step 1:
embed a jar file with <Embed-Dependency> and inline=true. Step 2: export a package from that jar; Step 3: uses clauses appear that are (a) never exported anywhere, and (b) not in the dependency tree. Step 4: resolver runs indefinitely.
