Again, I haven't themed much so I'm guessing, and I don't currently have 4.16.1, but in Flex 4.15 if you check the <sdk dir>/frameworks/flex-config.xml I see that it looks like it's using the Spark theme. I have no idea if there is anything internally that changes that when compiling/packaging for mobile though.
