ok. The reclaim function will not cross region boundaries.

Setting reclaim will not reclaim a block it will only set a flag on that
block and every block under it that will prevent that block (or a child of it)
from being assigned or allocated while that flag is set.

to remove an allocation/assignment from the database you seed to search
for the block and click on the reclaim button in the search screen.

I think that will do the trick.
