AFAICT not on the GeoExt2 side.
The example you mention always has at least one base layer actoive, but
I guess you mean at least one overlay is visible right?
If that is the case, check the events of OpenLayers.Layer objects over
at
http://dev.openlayers.org/releases/OpenLayers-2.12/doc/apidocs/files/OpenLayers/Layer-js.html#OpenLayers.Layer.events.
