It almost makes it seem pointless to have this open standard. You CAN convert scanned images to djvu without such steps. Oh, you CAN step through netpbm to djvu for image files. Apparently there are tools for converting netpbm files (open image files created by scanners, largely) to djvu, but, for some odd reason, they were not included in the netpbm tools available on debian...weird.
