Hi Stevie, You might want to provide more information on http://bugs.freedesktop.orgthan you gave us though, such as what operating system you run and maybe even a sample document that shows the issue. Personally, I just did a quick test (opened calc, added a border to a cell, then filled it with a background color) and the border was still there... so is it some special kind of situation?
