Hi :) Can yo cheat and insert an Index at the front and then just have it index the chapter headings?

ToC's are usually placed at beginning or end of book and contain list of chapters, subchapters, sections, subsections etc. with page numbers. Items are ordered in the same manner they appear in book and you should not change that. Indexes are usually by the end of book and contain list of alphabetically sorted keyword with page numbers (so reader can easily if and where is particular subject in the book).
