I think if you open OpenOffice and go to 
Tools - Options - Memory
and then untick the quickstarter tickbox then that should let you install LO.  
There is a guide on how to install multiple instances of LibreOffice/OpenOffice

Do you happen to have OpenOffice.org installed? If so, you must quit OOo and 
it's quickstarter (check in system tray), too.
