Base works pretty well on systems without any Java when you connect to some non-Java database and if you abstain from all those idiotic wizards which hide more functionality than they offer. LibreOffice for Windows is always a 32 bit application. Any Java components of LibreOffice require a 32 bit version of Java, preferably Java6 which is still maintained:

Point Tools>Options>Java... to the right JRE and restart the office suite.
