After typing content inside cells and changing "spacing to contents" under
format cells and border (tab), the size of the cell increased if the
synchronise check-box was checked, and the contents of the cells were
repositioned inside the cell as shown above.

after saving and opening the file the cell size remains enlarged but the
contents of the cell are positioned as if no change was made: Format cells
-> border ->spacing to contents 
all setting retain default spacing of 2.0pt
as shown below in image

if synchronise check-box was unchecked and only right value was changed, the
cell size remained unchanged but the contents of the cell were repositioned 
as shown below:

after saving the file (synchronise unchecked), and opening it the contents
showed up as if no formatting was done using: format cell -> border ->
spacing to contents

I am using libreOffice Version 3.6.0.4 (Build ID: 932b512) under windows XP
is it a bug ??????????
should i post this as a bug ??????????
