Since you are using Windows, you have what is a common problem.
In the bottom right corner next to the computer clock, you have several
icons, some of them may be hidden. One of them is the Quick Starter for
LibreOffice. You need to exit it. It actually runs parts of LibreOffice
in the background so that LibreOffice opens quicker. So, in a sense, LO
3.3 is running. So, exit from the Quick Starter, and you should be able
to install 4.0.3.3.
