Well, what I am talking about is the page layout part of this, not the adding a footnote part. For instance, a frame that is set for two columns would address your desire to have two columns of footnotes on a page that otherwise was only one column. And the Marginalia frame might address your desire for something on the side. You would still need to insert the notes, but this would let you control where on the page they show up.
