I've just been loading my templates into LO 6.0.5.2 on my Windows box. There I found the same difficulties I found on Ubuntu. It is not sufficient to slide them into the templates directory of LO (in Ubuntu /home/user/.config//libreoffice/4/user/template/) - they just don't get registered in LO and so are not visible in the list when you want to select one for a new document. You need to go into LO, Writer for example, FILE >Templates >Manage templates> select 'my templates' in the drop down list and then click import. Then you need to navigate to where you have the templates stored, highlight them, and click import.
