Can't answer the "why," Andy, perhaps a different default or option.
However, go to

Tools > Options
     and there to 
LibreOffice > Appearance. 

The first item in the right pane should be theme. You can either change
the theme (auto/light/dark) or check the box for light background.

I have a dark theme in Mageia Linux, but the light background is
checked, giving black on white. Come to think of it, I may try changing
that. :-)

Actually, the why is simple. Users asked for it for years. It has had some bumps as it has evolved.

@Andy, you did not say what build if you are on a 25.2 release the Appearance theme manipulation is different than the upcoming 25.8.

For 25.2 you will want to install and use one of the Extensions 'Light Application Colors' (specific to the 25.2 release cycle).

Launched from the Tools -> Options -> Appearance panel, the button next to the list box with 'Auto/Light/Dark' selections.

Select to install the 'Light Application Colors' or another theme marked >= 25.2, "Lime" or "Ocean Blue" (*not any of the those marked >= 25.8).

Once installed, the appearance themes will be available to select from the list box. Do not use the radio button/check box for 'System/Light/Dark'

Restart. If still muddled on relaunch. You may need to fully remove/rename the LO profile and start over with the theme selection.

If you are on a 25.8 release (25.8.0.2 rc2 should be out this week), Appearance theme got additional rework, but the defaults give back the WYSIWYG white background folks wanted.

The handling of the os/DE Automatic/Light/Dark radio buttons is more reliable, but still better to leave the os/DE in default 'Automatic'

If installing and using an Appearance theme, the extensions to use for 25.8 are labeled >=25.8 (*do not use a >=25.2 theme with a 25.8 or 26.2 build*).

Applying the theme, and switching back to os/DE defaults is more reliable, and the Tools -> Options -> Appearance panel has additional checkbox control--just works better.

You still need to 'restart' LibreOffice *when making an Appearance theme selection or reverting to os/DE defaults* to fully refresh, but that is being worked on as well.

Again, Dark/Light os/DE support and ability to theme LibreOffice has been a long running user request--it is evolving.

Hope that helps, and you can always get a look at what is coming next using a nightly build installed in parallel to your working installation.
