A bit of a hack, but create a LibreOffice Draw document.
Change Page Properties to
Format: User
Width: 8.50" (or what works for you)
Height: 0.50 (or what works for you)
Orientation: Landscape
Click on "Insert Line" icon and add 5 lines of size needed.
<Ctl><A> and copy/paste to LibreOffice Writer.
Adjust to suite and repeat copy to LibreOffice Writer as many times as
needed.

I want to create 5 horizontal lines but be able to adust the length of each
line AND the spacing in between the lines.
Everything I've seen/read suggests you do the following, none of which
works for both goals.
1 - Borders > Bottom Border
2. Shapes > line - draw the line to the desired length but that won't allow
spacing adjustment between the lines.
3 - type in 3 dashes or underscores .... can't adjust the line length
Anyone solve this conundrum in Libre Writer?
