That can depend on a lot of things.

1. What resource requests are they using in their jobs?
2. What do your functional and/or share-tree policies look like (if any)?
3. If you're using functional policy, are they defaultDepartment users or should they be in a department with a different functional share assigned? 4. If share tree policy, should they be in a project with a different share allocation?
5. What's their priority in the queue relative to other users?

A lot of these questions depend on the configuration of your environment. Also, does this happen whenever you add new users or is this the first time?
