Another option would be to make h_rt a forced complex in the complex 
configuration with no default. We have the following  line:

#name               shortcut   type        relop   requestable consumable 
default  urgency 
#------------------------------------------------------------------------------------------
h_rt                h_rt       TIME        <=      FORCED      NO         0:0:0 
   0


and with that I get this:

$ qsub <<< "sleep 1"
Unable to run job: error: no suitable queues.
Exiting.
$
