If this is 6.X, the only thing you need for a shadow master is the
binaries (as on the master) and an entry in the
$SGE_ROOT/$SGE_CELL/common/shadow_masters file for the host. Then just
start the qmaster process; it'll check if it's in the shadow_masters
file (yes), therefore start the shadow daemon; but won't start the
master unless it's the act_qmaster (as per act_qmaster file in
$SGE_ROOT/$SGE_CELL/common/).
