Assuming qhost shows the nodes as multiple cpus, your next step is to configure
slots. There are a few ways to do this.
If all your nodes have the same number of cpus and you are only using all.q you
could qconf -mq all.q and set slots to 16.
If you want to get more sophisticated, or share nodes between multiple queues
without oversubscribing them, you may want to look into RQS rules and setting
queue slots by hostgroup.
In our environment we have a @16core hostgroup and an rqs rule like:
{
name slots_per_host
description Limit slots per host
enabled TRUE
limit hosts {@16core} to slots=16
Limit hosts {@20core} to slots=20
...
}
And our queue definitions have lines like
slots 1,[@16core=16],[@20core=20]...
