As you have already set: "report_pjob_tickets TRUE" the alternating scheduling 
should be visible there. Can you change the users' names and post the output of 
"qstat -s p"?

Are all jobs of the same type (serial/parallel)?

Exactly this behavior should show up.

Are some jobs parallel and get a high urgency due to the default setting in the 
complex definition? Do these jobs request any other complex with an attached 
urgency?
