the use case to build this as a step in PDI back in the days was to use this for report bursting: loop over a list of customers (and other parameters), and generate a separate pdf for each of them that could be uploaded or mailed out etc. A transformation/pipeline worked best in those situations, but there could be scenarios where a workflow action could work just as well.
