Hi! I'm glad I found the solution!!!
The HTTPD.CONF file must contain 'AddDefaultCharset ISO-8859-8-I' The Hebrew default charset appears without the 'I' letter. 'I'=implied logical (R2L). Find a tool that will let you display the HTTP Response headers sent by the two servers and see what the differences are. That will tell you what needs to be fixed.
