I joined the Argus mailing lists and he seems to think its an Apache problem. 
No real technical information was given other than a post that sounded like he 
has heard of this problem multiple times.
 
And just for your information. Argus is a free network monitoring tool. It just 
goes out there and pings stuff so we can see if they are running or not.
 
Would changing my gateway do anything to Apache? This problem happened right 
after I did this so it just seems like it's the source.

Well, my first question would be, "what the heck is argus?"  But it
doesn't really matter.  The log indicates that the argus CGI script is
having trouble communicating with the argus daemon.  This certainly
has nothing to do with apache, so you should probably try a support
forum for argus.
