Thanks, the information below is great. I still have one problem. Apache won't work because Port 80 is already in use. How do I clear Port 80 to run Apache? I have Windows XP.

Elizabeth,

If this is a development environment then I would just
use something like PHPTriad or XAMPP

http://sourceforge.net/projects/phptriad
http://www.apachefriends.org/en/xampp.html

These preconfigured packages bundle PHP, Apache,
MySQL, and Perl (in the case of XAMPP) and are ready
to install and run. If you are working on a production
environment, then it really depends on which operating
system you use in order to get instructions on
installing Apache and PHP. I can assure you though,
it's not as difficult and daunting as the instructions
may make it seem!
