There is nothing in the error logs.  I looked in the access logs and this is what showed up:

127.0.0.1 - - [17/Feb/2006:14:03:29 -0700] "GET /orderform.html HTTP/1.1" 304 -
127.0.0.1 - - [17/Feb/2006:14:03:32 -0700] "GET /%E2%80%9Dhttp://127.0.0.1/processorder.php%E2%80%9D?%93tireqty%94=&%93oilqty%94=&%93sparkqty%94= HTTP/1.1" 403 325
