Try looking for just "libphp".  I'm not all that great with FreeBSD (I don't
use it), so I can't help you with the ports.  If all else fails, you could
try and compile your own PHP from source?  This should guarantee the
creation of the libphp4.so file.

Okay I uncommented the php4_module line in my httpd.conf file.  now there is
a
new error.  looks like libphp4.so does not exist.  the php4 build from usr
ports is not putting it in there or something.
