[users@httpd] can't startup tomcat 413

I attempt to start tomcat 413 and get errors

 

Apache Tomcat/4.1.31
Catalina.start: LifecycleException:  Context startup failed due to previous error

 

and

Stopping service Tomcat-Standalone
Catalina.stop: LifecycleException:  HTTP connector has not yet been started
