The Options directive applies to files *inside* /srv/www/mediawiki/. It
doesn't apply to /srv/www/mediawiki/ itself.
You can make a wider directory container and set it there - does that
work?
eg:

Options FollowSymLinks
</Directory>
BTW, if you do this, beware that another Options directive in
/srv/www/mediawiki/ will over-write this...
