You don't mention your OS, but under unix, apache handles a CGI program
the way the shell would - that is, by forking a separate process. Then
apache patiently waits for output. I suspect the browsers would time-out
first, then eventually apache will forget about the job (see TimeOut).
But apache won't (can't!) kill the process that's looping...
