How about if you split your ProxyPass directives up in
Location Blocks. Does that make a difference?

i.e.

<Location /cob>
  ProxyPass /cob http://192.168.1.1/cob
  ProxyPassReverse /cob http://192.168.1.1/cob
</Location>

<Location />
  ProxyPass / http://192.168.1.3/
  ProxyPassReverse /  http://192.168.1.3/
</Location>
