This error occurs when you try to access a file in a directory that is the subject a "Deny" directive. You need to find all the Allow/Deny directives and figure out what directories they apply to. Also, look for the "Order" directive, which determines the default behaviour (ie, allow-unless-forbidden vs. forbid-unless-allowed).
