This is a mod_caucho (Resins Apache-module) config-issue. Please se
the Resin-docs:

  http://www.caucho.com/resin-3.0/install/cse-apache.xtp#balance


(What you want is to check out the CauchoHost- and
CauchoBackup-directives.)
