No, it's not there. the file is in /home/hwg300/www/conf/httpd.conf

The shortcut "~" for a homedir only works in a shell (and not even in
all shells). httpd is litterally trying to open httpd.conf in a subdir
of a subdir of a subdir of the "~" dir, which does not exist.

So do what the other person suggested, and start apache with the -f
<location of config file> option.
Also make sure that all no paths in your config file contain "~" as a basis.
