That question is a little vague. I have no idea where you are starting at. Do you need instructions on how to use your editor? Do you not understand the basic format of the config files. In general, those directives can go anywhere in the "main" part of the config file (outside any <Directory> or <VirtualHost> or other section). You may already have a MaxClients directive, in which case you should simply edit the existing one.
