Well, starting with Apache 2.0.46 (and in all 2.2 releases) there's a core directive called AllowEncodedSlashes. By default, it's turned off so that encoded slashes are forbidden. If you turn it on, they become allowed. Unfortunately, this directive is not available in any 1.3 version -- not the only reason why you should seriously consider to upgrade ;).
