Normally most http clients will asume that a URL is not available when
a HEAD request returns with a 403, and will not repeat with a GET.
Apache itself treats HEAD as a special case of a GET, and any access
controls that apply to GET (eg. in a <limit> block) will immediately
also apply to HEAD.
