I recommend importing that thing from Web archive (it is down since <http://web.archive.org/web/*/http:/cgi-spec.golux.com/> 2006) and hosting a copy at Apache (since Apache httpd explicitly refers to it). Alternatively Apache documentation could cease to mention the existence of the document as a separate specification because this specification is private - it is not endorsed by any standards body.
