Apache used to* install a more complete welcome page, with favicon, links to docs, everything a sysadmin might want to look at after installing Apache. However, if they didn't add/restore real content to the site, it looked like the website had been replaced by Apache, which lead to many many more queries about 'who is apache.org and why have they stolen my favourite website' than we currently get about a missing favicon.ico.
