You haven't yet allowed access to the directory like you have in the :80
vhost. Add this to the SSL vhost, or move it to the server level
(outside of any vhosts):
  <Directory "d:/webserver/www/joomla25/">
    AllowOverride All
    Order deny,allow
    Deny from all
    Allow from 127.0.0.1
  </Directory>
