No, it could be a relative path, but it is **relative** to ServerRoot.

I set:

ServerRoot "/home/tianyin/httpd-2.4.3"
DocumentRoot "htdocs"
 <Directory "htdocs">
    ......
 </Directory>

And everything is perfectly fine.
