Bill, While readers on this list may be able to help you, have a look at http://www.apachelounge.com/ in the meantime. It is one of the better resources for building Apache on Windows. And, unless you have a specific reason for building Apache yourself (it is no trivial task, I assure you), you might consider using one of Apache Lounge's prepared Windows binaries at http://www.apachelounge.com/download/ .
