non-western characters or is this feedback from visitors?
Since I believe those are non-western characters could the problem be
related to network problems from distant users (as in another part of
the world from your server)?

ß is a german sign, so it is a western characters,
Both characters are part of ISO-8859-1 (Latin 1);
ß has codepoint 223 and æ has codepoint 230
