I have the same problem only my server has less then half of your load. Timeouts, stalls, and dropped connections. > Rolling back to Apache 2.2.23 resolves the random timeouts, but I would like to go forward with 2.4 as I would eventually prefer to be running the Event MPM (I'm still running MPM worker at this time to keep changes to a minimum). I run event in 2.2, it's fine.
