[users@httpd] svn export - how come it bypasses authentication??

hi everybody

a usual config:
...
    Options Indexes MultiViews FollowSymLinks
    AllowOverride None
    AuthType Basic
    AuthName "psyomics-webdav"
    AuthBasicProvider PAM
    AuthPAMService psyomics-webdav
    Require valid-user
...

yet svn export on that location gets there without being 
asked to authenticate.
This surely musn't be right, yes?
